Until 1999 there was no officially recognised definition of poverty although two measures were used unofficially: -

In 1999 the Labour government set a precedent by setting as the official poverty line half of the average income. The governments definition of the poverty line gives us a strong clue as to what poverty actually is; it is a condition characterised by lack of economic resources. It can be absolute or relative as well as containing objective and subjective elements.
